PLA AT ALA - ANNUAL CONFERENCE HIGHLIGHTS
Board Meeting Highlights
During the recent American Library Association Midwinter Meeting the
Public Library Association Board of Directors voted to contribute an additional
$100,000 to the ALA Spectrum Scholarship Endowment for fiscal year 2003.
PLA has previously donated $50,000 to the Spectrum Scholarship Endowment.
The PLA Board also agreed to further fund the PLA/ALSC Early Childhood
Literacy Initiative. This project provides information and training that
builds public library services that help preschoolers get ready to read.
Funding will provide further implementation of the project, now in its

PLA Program Focuses on Recruitment Efforts
"Where Have All the Public Librarians Gone - Strategies for Recruiting
and Retaining Them" was held on Sunday afternoon during conference. Presenters
detailed the current shortage of public librarians, provided an analysis
of the situation, and gave recommendations for recruiting public librarians
locally, nationally, and through library schools. A Powerpoint presentation

"Managing for Results: Effective Resource Allocation for Public Libraries"
is a companion volume to "The NEW Planning for Results: A Streamlined
Approach" and presents an overview of issues library managers have to
consider as they make the resource allocation decisions that are required
to implement their strategic plans. "Managing for Results" also provides
a detailed look at the unique challenges managers face in four specific
resource areas: staffing, collections, facilities, and technology. Finally,
"Managing for Results: Effective Resource Allocation for Public Libraries"
includes over fifty workforms to provide managers with practical tools
to help them gather the data they need to make informed decisions. This
workshop will provide library managers with the information they need
to determine the current capacity of their resources, how those resources
are being utilized, and how many of those resources will be required to
accomplish the results identified in the library's strategic plan.
Workshop leader Sandra Nelson is a consultant specializing in public
library planning and management issues. She is co-author of "Wired for
the Future: Developing Your Library Technology Plan" (ALA, 1999),"Managing
for Results: Effective Resource Allocation for Public Libraries" (ALA,
2000), "The New Planning for Results - A Streamlined Approach" (ALA, 2001)
and is currently working with June Garcia on a book about public library
policies.

LUIS HERRERA ELECTED PLA PRESIDENT FOR 2003-2004
Luis Herrera, Director of the Information Services Department for the
City of Pasadena, has been elected Vice-President/President-elect of the
Public Library Association (PLA), a division of the American Library Association
(ALA). He will assume office at the end of the 2002 ALA Annual Conference
in Atlanta, Georgia.
Herrera brings a wealth of experience in librarianship to his position
as PLA President-Elect. Prior to assuming his current position in Pasadena,
he was the Deputy Director of the San Diego Public Library and has also
served in public library management in Long Beach, California and El Paso,
Texas. Herrera is also a former middle school librarian.
When asked for plans for his presidency, Herrera remarked, "In its new
strategic plan, PLA membership envisions the library card as the most
valued card in every wallet. As president, a top priority will be to lead
the association in ensuring not only this vision, but to strengthen public
libraries and their contribution to the communities they serve. This is
consistent with my vision of promoting public libraries as innovative
and dynamic organizations working in partnership with communities to enhance
the quality of life in the 21st Century."
Active in ALA since 1987, Herrera has served on numerous PLA committees
as well as been active in several other ALA divisions. During this time
he has also been involved with several other professional groups, serving
as the President of the California Library Association, a Council member
of the American Library Association, and Board member of the Public Library
Association. He is past president of REFORMA, the National Association
to Promote Library Service to the Spanish Speaking and is a former recipient
of the REFORMA Librarian of the Year award. Most recently, Herrera was
a keynote speaker in London, England at the Bill and Melinda Gates Foundation
Conference on the People's Network, a technology initiative providing
public access computing in libraries throughout the United Kingdom. Herrera
holds a Bachelor of Science degree from the University of Texas at El
Paso and a Master of Library Science degree from the University of Arizona.
He also earned a Master of Public Administration degree from California
State University, Long Beach where he received the Future Urban Administrator
Award.

PLA MEMBERS TO RECEIVE "BETWEEN THE LIONS" LITERATURE
STAND
We hope you will use and enjoy the BETWEEN THE LIONS literature display

This stand is a "thank you" from ALSC and the WGBH Educational Foundation

In June 2002, the PLA Board reviewed and approved the Association's new

GENERATIONS ONLINE
Generations on Line is a nonprofit program that introduces the Internet
to Seniors where they live and congregate. Using familiar images and large
type instructions, the program guides elders who have no computer experience

FILTERING STUDY - PLEASE PARTICIPATE
NTIA Internet Filtering Study
Deadline August 27, 2002
The Children's Internet Protection Act (CIPA) directed the National Telecommunications
and Information Administration (NTIA) conduct a study of the effectiveness
of Internet filtering and Acceptable Use Policies in educational institutions.
That portion of the law was not challenged in the lawsuit, and the NTIA
launched the study at the end of May.
Anyone may submit comments for this study.

LOUDOUN COUNTY NAMED ALL-STAR LIBRARY
Library wins Join the Major Leagues @ your library contest The Loudoun
County (Va.) Public Library has been named the winner of the Join the
Major Leagues @ your library Librarian All-Star Contest as part of The
Campaign for America's Libraries. Library Director Doug Henderson and
his son will attend the Major League Baseball All-Star Game weekend in
Milwaukee thanks to the library's outstanding efforts to promote this
new 21st century information literacy initiative.
The Loudoun County Public Library will host a series of sports-related
events that will be tied into the library's summer reading program and
its library card campaign, including a baseball-themed one-man show, a
series of author readings from books about baseball and displays showcasing
baseball memorabilia from library staff members' collections.
As part of its ongoing summer promotion, the library will give away baseball-topped
sports bottles customized with the Join the Major Leagues logo to the
first 500 new library cardholders during Major League Baseball All-Star
Week (July 5-12). Participants of the summer reading program are also
eligible to win tickets to an area Minor League Baseball game, Join the
Major Leagues @ your library bookmarks, posters and copies of Sharon Robinson's
book Jackie's Nine: Jackie Robinson's Values to Live By.
To promote the events, the library worked with community groups, including
Loudoun County's Department of Parks, Recreation and Community Services,
the Greater Loudoun Babe Ruth League, Upper Loudoun Little League, the
Northern Virginia Travel Baseball League and the library's foundation.
The library's youth services staff also distributed Join the Major Leagues
bookmarks to all public and independent school children in Loudoun County.
All types of libraries were encouraged to submit two photos of a display,
sample publicity materials, and an explanation of local outreach efforts
related to the program. Entries were judged on originality, creativity
and community outreach strategy, as well as use of program materials provided,
including a logo, poster and bookmark artwork and sample press materials.
The Join the Major Leagues @ your library program centers on an online
baseball trivia contest that tests player's information literacy skills.
Two winners of the contest will win trip to a designated game of the World
Series. The program, which runs until September 30, launched in May at
the Culver City (Calif.) Julian Dixon Public Library and Dodgers Stadium
with help from LA Dodgers Dave Roberts and Alex Cora. More information
