Course Name

Organization and Personnel Management

General Description

A 2½ day course which provides an overview of effective personnel management techniques. Covers such issues as effective hiring, performance management, and staff development. Introduces legal issues in personnel management, management models, and tools for evaluating the organizational structure.

Components

Topics to be covered:

  1. Making good hiring decisions.*
  2. Writing effective position descriptions.*
  3. Performance analysis and appraisal.*
  4. Setting individual training goals and helping staff deal with change.
  5. Understanding the differences in roles among mid-level supervisors, administrators, and others.
  6. Staff benefits and recognition.
  7. Key legal issues in personnel administration - EEOC, ADA, harassment, substance abuse policies.*
  8. Team building and process owning.*
  9. Work place diversity.
  10. Conflict resolution skills.*
  11. Key concepts in labor relations and how to work with unions.*
  12. Developing an organizational function chart and staffing pattern studies.*
  13. Outsourcing.
  14. Managing stress.
  15. Progressive discipline and coaching.*

Learning Objectives

Participants will:

  1. Write effective personnel policies.
  2. List the key legal issues involved in hiring and managing staff.
  3. Describe the benefits and steps in conducting a staffing study.
  4. Practice basic conflict resolution skills.
  5. Write a staff development and training plan that includes the introduction of technology.

Suggested Methods

PRE-ASSIGNMENT

Resource list will be mailed in advance of the course. Participants will have read at least 3 of the sources on the list and will prepare a written report on the key concepts covered in each source. This report will be due on the first day of the course.

EVALUATION

In-class demonstration of groups grasp of the content through discussion, written exercises, and demonstration.

POST-ASSIGNMENT (suggested)

A draft of 5 sample personnel policies and a written staffing study will be submitted within one month from the completion of the course for presenter critique. Presenters may substitute another more appropriate post-assignment when finalizing course plans.
